CURRENT RATES AND SCHEDULE – EFFECTIVE November 1, 2023

The Ontario Energy Board (OEB) has announced winter Time-of-Use (TOU) and Ultra-Low Overnight (ULO) hours and the winter Tier threshold for residential customers to begin on November 1, 2023.

The TOU, Tiered, and ULO prices set by the OEB under the Regulated Price Plan (RPP) are shown in the image below. The table also shows the hours to which those prices apply:

DECISION AND RATE ORDER

As of May 1st, 2023, the Delivery Charges on your bill have been updated. The Delivery Charges represent the cost of getting power from generators to homes and ensuring electricity is available when you need it. They include costs from the transmission company, as well as costs from ERH (Espanola Regional Hydro).

The ERH portion of these charges is set by ERH and approved by the OEB (Ontario Energy Board) to cover the cost of running the electricity distribution system (poles, wires, substations, transformers) in the Towns of Espanola, Massey, and Webbwood. This also includes the services ERH offers, monthly billing, a local customer service team, vegetation management, and 24/7 emergency services.

2023 IRM RATE APPLICATION

North Bay Hydro has submitted its 2022 electricity distribution rate application to the Ontario Energy Board for rates effective May 1, 2023. The proposed rate application would result in a rate increase for Residential customers (750 kWh) of $2.20 per month. Small business customers (2,000 kWh) would have a similar increase in total bill impact of $3.16.

Also, effective November 1, 2022, the Ontario government’s Ontario Electricity Rebate (OER) will be changed to 11.7%. The OER is a pre-tax credit that appears at the bottom of electricity bills. For a typical residential customer who uses 700 kWh of electricity per month, the OER would decrease bills by about $13.91 each month.

Types of Electricity Rates

For residential and small business customers that buy electricity from their utility, there are two different types of rates (also called prices here). The Ontario Energy Board sets both once a year on November 1:

 

Time-of-Use (TOU)

With TOU prices, the price depends on when you use electricity.

There are three TOU price periods:

  • Off-peak, when demand for electricity is lowest. Ontario households use most of their electricity – nearly two-thirds of it – during off-peak hours.
  • Mid-peak, when demand for electricity is moderate. These periods are during the daytime, but not the busiest times of the day.
  • On-peak, when demand for electricity is generally higher. These are the busier times of day – generally when people are cooking, starting up their computers and running heaters or air conditioners.

With TOU pricing, you can help manage your electricity costs by shifting your usage to lower price periods when possible.

People use electricity differently depending on the season, so the TOU price periods are different in the summer than they are in the winter. No matter which season, on weekends and holidays the cheapest rates are in effect all day. View the Time-of-Use holiday schedule.

 

Tiered

With Tiered prices, you can use a certain amount of electricity each month at a lower price. Once that limit (called a threshold) is exceeded, a higher price applies. The threshold changes with the season to reflect changing usage patterns – for example, there are fewer hours of daylight in the winter and some customers use electric heating. 

In the winter period (November 1 – April 30), the Tier threshold for residential customers is 1,000 kWh, so that during the heating season households can use more power at a lower price. In the summer period (May 1 – October 31), the Tier threshold for residential customers is 600 kWh. The Tier threshold for small business customers is 750 kWh all year round.

Tiered prices give you the flexibility to use electricity at any time of day at the same price, although that price will change if you exceed the threshold during the month.
